South Georgia and the South Sandwich Islands has no permanent civilian population, so these coins were never intended to circulate — they exist purely as legal tender issued for the collector market, a revenue mechanism used by several British Overseas Territories around the 2002 Jubilee commemorative cycle. The actual administrative authority over the territory rests with the Commissioner based in Stanley, Falkland Islands.
