Gibraltar's 1994 commemorative marks Queen Elizabeth II's first official visit to the territory, which took place in 1954 — a politically charged trip given Spain's longstanding territorial claim and the visit's implicit reaffirmation of British sovereignty. Spain had severed the land border with Gibraltar in 1969 under Franco; it remained closed until 1985, making the decades surrounding this commemorative some of the most diplomatically tense in the Rock's modern history.

Virenium, a copper-nickel-zinc alloy developed specifically for Pobjoy Mint commemorative issues, was the house metal of choice for Gibraltar's collector-oriented output throughout this period.
