Annaburg is a small town in Saxony-Anhalt, and this note was issued not by any bank or municipal authority but by a consumer cooperative — the full name translates roughly as the Consumption, Productive, Savings and Building Cooperative for Annaburg and Surroundings. These cooperative-issued Kleingeldersatz notes proliferated across Germany during the severe small-change shortages of the early Weimar period, when official coinage had effectively vanished from everyday commerce.

At 2 Pfennig, this is among the lowest denominations produced by any private issuer — a value so trivial that printing and distributing it only made sense within a tightly closed cooperative economy where members transacted almost exclusively with one another.
