Fulda's 1918 iron notgeld issues were emergency municipal coinage authorized as the imperial supply chain collapsed in the war's final year — base metals for civilian use had been diverted so aggressively to the military that ordinary small change had effectively vanished from daily commerce. The city, like dozens of others across Germany, stepped in to fill the gap rather than wait for Berlin to act.
