The Allgemeine Ortskrankenkasse — the general local health insurance fund — was among the more unusual issuers of Notgeld during the 1920–1921 small-change crisis. Municipal health insurers had no business printing currency, but the collapse of small coin circulation left institutions of all kinds filling the gap however they could. Weimar's AOK was one of the smallest issuers by volume, and two-Pfennig denominations were among the least common across the entire Notgeld spectrum — most issuers stopped at five.
