Neustadt O.-S. — today Prudnik, in southwestern Poland — was one of hundreds of German municipalities that plugged the small-change vacuum left by wartime coin hoarding with locally printed Notgeld. This 2 Pfennig piece on cardboard sits at the lowest practical denomination most towns bothered to produce; anything smaller was rarely worth the administrative effort.
The Tieste cataloguing system's "Va" prefix places this within the cardboard-issue subtype, distinguishing it from the town's paper-backed or other substrate variants in the same 1920 run.
