Witten am Ruhr was one of hundreds of German municipalities that issued Kleingeldscheine in 1919 to cover the catastrophic shortage of small-denomination coinage — metal having been systematically redirected into the war economy between 1914 and 1918. At 2 Pfennig, this is among the lowest denominations ever produced in German notgeld, small enough that even at the time it bordered on the impractical.
