Gronau in Hannover — a small town near Springe — issued this cardboard Kleingeldersatz in 1917 at the height of the wartime coin shortage that stripped Germany's pockets of copper and zinc. Municipal authorities across the Reich were authorized to fill the gap with locally printed pasteboard tokens, and thousands of Gemeinden did exactly that. The 2 Pfennig denomination is among the more awkward to assign practical value to, suggesting this was issued as part of a set covering the smallest change rather than out of any pressing circulation need for that specific amount.
