Friedrich Karl Joseph von Erthal became Archbishop-Elector of Mainz in 1774, but this issue predates him — it falls under Emmerich Joseph von Breidbach-Bürresheim, whose administration pushed through a modest recoinage of small copper denominations in the late 1760s to address chronic shortages of petty change in the electorate. Mainz at this point was one of the three ecclesiastical electorates of the Holy Roman Empire, its archbishop holding both spiritual and secular authority over a territorially fragmented domain increasingly squeezed between larger German states.
The two-year production window of 1768–1769 suggests a limited, targeted striking rather than ongoing production.
