The Provincial Board of the Mountain Province was among several Philippine local governments that issued emergency guerrilla currency following the Japanese occupation in late 1941 and early 1942. These provincial issues filled a practical vacuum — Japanese Military Peso notes were distrusted, and the prewar Commonwealth peso had effectively vanished from circulation in the occupied north.
The "Small heading" designation distinguishes this from a concurrent Large heading variety of the same denomination, suggesting the Board issued at least two typographic runs, likely reflecting improvised local printing under wartime supply constraints rather than any planned series revision.
