Negros Occidental was one of several Philippine provinces that organized its own emergency currency after Japanese forces severed contact with Manila in late 1941 and early 1942. The Provincial Currency Committee issues were not guerrilla scrip in the informal sense — they were authorized by the provincial government, backed by local assets, and accepted as legal tender within the island's economy throughout the occupation period.

The Nalco Press imprint places production firmly on Negros itself, under conditions of active wartime scarcity. Paper supply was irregular, and the print runs were necessarily small. The S647B designation distinguishes this from related varieties in the series by color.
