The Philippine Islands Treasury certificates were a direct product of American colonial administration — issued under U.S. authority but denominated in pesos, a deliberate hybrid reflecting the islands' political status as neither independent nor a formal U.S. territory in the conventional sense. Pick 74 circulated through the Commonwealth transition period, which is why two distinct signature combinations appear: Roosevelt here precedes Frank Murphy, who served as Governor-General from 1933 before becoming the first U.S. High Commissioner under the 1934 Tydings-McDuffie Act.
