Argentina's 1994 constitutional reform was the first major overhaul of the 1853 constitution in over a century, driven largely by a political pact between Raúl Alfonsín and Carlos Menem — the Pacto de Olivos — that allowed Menem to seek a second term in exchange for structural democratic reforms. The silver issue was struck alongside a cupronickel version, with KM#114 covering the base metal and this .900 fine piece catalogued separately as 114a.
