The Gobierno Provisional under Venustiano Carranza produced enormous volumes of paper currency between 1913 and 1917, much of it printed domestically under difficult wartime conditions — which is precisely why Fernando Fernández's involvement is worth noting. That he served as both designer and engraver on the same note is unusual; most Mexican revolutionary-era issues relied on foreign plates or divided the work between several hands.
Inflation and competing currencies from Villista, Zapatista, and Constitutionalist factions made public confidence in any paper peso almost nonexistent by 1916. Many of these notes circulated only briefly before being rejected outright or exchanged at severe discounts.
