Paraguay's monetary situation in the early twentieth century was chaotic enough that the government resorted to overprinting old stock rather than commissioning entirely new issues — a cost-cutting measure that reflected chronic fiscal strain following decades of post-Triple Alliance War reconstruction. The P#125 is an overprint applied to existing P#107 sheets, essentially revalidating or redenominating earlier ABNC-printed material for continued circulation.
