Argentina's provinces began issuing their own quasi-currencies in 2001 as the federal government's convertibility regime collapsed and liquidity dried up at the provincial level. Córdoba's emission was part of this wave — these notes, generically called "lecops" or provincial bonds depending on the issuing jurisdiction, were used to pay government salaries and accepted by provincial tax offices, effectively functioning as parallel currency without ever being legal tender in the national sense.

The PS# reference being unassigned reflects how poorly documented many of these emergency emissions remain. Survivor populations vary wildly; some provincial issues were redeemed aggressively after 2003, others simply wore out in local circulation.
