Torre-Cardela is a small municipality in the province of Granada, and like hundreds of Spanish towns it resorted to locally issued emergency paper during the Civil War when the Republic's coinage virtually vanished from circulation — hoarded, melted, or simply unavailable in rural areas. These municipal notes, known as "vales" or "billetes de necesidad," were authorised under a loose framework that gave local councils enormous latitude in design, denomination, and production quality. Many were typeset by local printers with no experience in security printing.
The Gari Monserrat catalogue (the standard reference for Spanish Civil War local issues) lists this as type B, implying at least one variant exists — likely a difference in signature, date, or overprint rather than a wholesale redesign.
