Sax is a small municipality in the province of Alicante, and like dozens of Valencian towns during the Civil War, its local council issued its own fractional paper currency after the collapse of the Republic's small-change supply in 1936–37. These emergency municipal notes — known collectively as billetes locales — were authorized under decrees that gave town councils discretionary power to print what they needed, with predictably anarchic results for standardization.
Industrias Gráficas Orín, based in the nearby shoe-industry town of Elda, printed for several surrounding municipalities during this period. The proximity of printer to issuer kept costs manageable for councils with no real banking infrastructure behind them.
