One of hundreds of emergency municipal notes — bitllets locals — issued during the Spanish Civil War when the Republican zone suffered acute small-change shortages after silver and copper coinage vanished from circulation almost immediately in 1936. The central government in Madrid and the Generalitat de Catalunya both struggled to fill the gap, so municipalities filled it themselves, often with whatever printing resources were locally available.
Roses de Llobregat, a small industrial town south of Barcelona, used the C.A.M. press — the same Barcelona cooperative printer responsible for dozens of other Catalan municipal issues in the series. Turró catalogues over 2,000 of these local issues; most were redeemed or destroyed within months of issue.
