Ayuntamiento de Pacheco issued these emergency fractional notes — known as billetes de necesidad — during the early weeks of the Spanish Civil War, when Republican-zone municipalities faced an acute shortage of small change after hoarding stripped coins from circulation almost overnight. Local councils across Murcia and the Levant improvised their own scrip, often with rudimentary printing, to keep market transactions functioning.
