Oliva is a small coastal municipality in Valencia, and like hundreds of Spanish towns during the Civil War, its local council stepped in to fill an acute shortage of small change after metallic coinage disappeared almost entirely from circulation in 1936–37. These emergency municipal issues — known collectively as papel moneda local — were produced under wildly varying conditions, and Oliva's are among the more rudimentary: printed locally, on card stock, and authenticated by nothing more than an official stamp.

The Turró and Garí catalogues document dozens of minor variants across this series, differing in stamp color, ink, and paper weight — distinctions that matter considerably to specialists collecting Republican-zone emergency issues.
