Mequinenza was a small mining town on the Ebro in Aragón, and like dozens of Catalan and Aragonese municipalities during the Civil War, its council issued emergency fractional currency when the Republican monetary system fragmented and small change became impossible to obtain through normal channels. These local "guerra civil" notes were authorised under Republican decrees that briefly legitimised municipal emission — a practical concession to fiscal chaos rather than a policy anyone designed in advance.
Imprenta Sol in Lleida printed for several surrounding councils during this period. The sole security measure, an official stamp, was typical of the constraints: no intaglio, no watermark, just administrative ink on commercial paper.
