Herrera de los Navarros is a small municipality in Zaragoza province, and this 2 pesetas note is one of the thousands of emergency fractional currency issues that flooded Republican-controlled Spain during the Civil War after metallic coin effectively vanished from circulation. The Consejo Municipal — the local governing council — had no formal banking authority; necessity manufactured it. These village-level emissions were purely local instruments, often usable only within the issuing municipality.

The Gari Montanés catalogue reference confirms its place in what is a substantial but poorly documented series. Many of these notes were printed in tiny quantities on whatever materials were available, and survival rates vary enormously from one township to the next.
