Dues-aigües is a tiny municipality in the Valencia region — population counted in the hundreds even today — and like dozens of similarly small Valencian towns, it issued its own emergency paper money during the Civil War after the Republic's coin supply collapsed in 1936–37. These local issues, known as "moneda de paper" or "vals," were authorized under the Generalitat Valenciana's emergency provisions and printed by commercial job shops rather than official mints.
Tipografia La Fleca in Reus handled a considerable volume of these small-town emergency issues across the region, which is why the printing quality tends to be consistent even when the issuing municipality was nearly unknown. Turró 917 is among the scarcer Valencia-province locals.
