Doña María-Ocaña is a small municipality in Almería province, and like hundreds of Spanish towns during the Civil War, its local council issued emergency fractional currency after the Republic's central government failed to keep small-denomination coinage in circulation. These municipal notes — collectively catalogued under the billetes de necesidad category — were a bottom-up solution to a very practical problem: markets couldn't function without change.
Imp. Haro almost certainly refers to a local or regional print shop in Vera, the nearest town of commercial consequence in that corner of Almería. The Gari Montllor reference places this squarely within the documented Andalusian municipal issues, though surviving examples from villages this small are genuinely uncommon.
