One of hundreds of emergency municipal issues that flooded Catalonia in the summer and autumn of 1936, as the collapse of normal banking channels and the hoarding of metal coinage left local governments with no practical alternative. The Ajuntament de Cornudella de Montsant — a small wine-producing town in the Priorat comarca — commissioned its notes from Imprenta Ferrando in Reus, the nearest significant printing center, as did several other municipalities in the region during the same weeks.
The sole security measure was an official municipal stamp applied after printing. In a wartime municipality of a few hundred people, that was considered sufficient.
