Bétera is a small municipality north of Valencia, and like hundreds of Spanish towns during the Civil War, its local council issued emergency paper currency in 1937 when the Republican government's coin supply collapsed under wartime hoarding and metal requisitions. These Consejo Municipal issues were purely local instruments — legally dubious, practically necessary, and almost never accepted beyond the issuing town's market.
The Turró and Gari catalogues document enormous variation in paper quality and impression consistency across the Valencian municipal issues, and Bétera's notes are no exception. Survival rates are uneven; many were redeemed and pulped, others simply discarded when Franco's peseta made them worthless after 1939.
