Besalú, a small Catalan town of perhaps two thousand inhabitants in 1937, issued its own emergency paper currency — as did hundreds of Catalan municipalities during the Civil War after the Republican government's decree of May 1937 attempted, with limited success, to rein in the proliferation of local scrip. The Ajuntament's use of the honorific "Condal Vila" in the issuer name is a deliberate assertion of civic dignity under pressure.
Printed by Barnés in Palamós, a coastal press that handled several Baix Empordà and Garrotxa municipal emissions during the same period. Turró 426 is among the less frequently encountered Besalú denominations in collector holdings.
