Operation Torch — the November 1942 Allied landings in North Africa — was planned and launched largely from Gibraltar, where Eisenhower established his forward headquarters inside the Rock itself. The tunnel complex at Gibraltar served as the nerve center for coordinating the largest amphibious operation mounted to that point in the war. The "smaller bust" designation distinguishes this from the concurrent larger-effigy variant, a split that reflects the Royal Mint's effigy revision program rather than any change in issuing authority or political circumstance.
