Obverse description Central device features the Montenegrin state arms in the form of a double-headed eagle displayed, with wings spread and talons visible at the base, surmounted by a royal crown. The eagle bears a heraldic shield on its breast depicting a lion passant, and holds a sceptre in its right talon and an orb in its left. The entire design is contained within a raised beaded border, with no peripheral legend on this face.
