Holla Sparebank was a small savings institution in Telemark, and this 2 øre note is about as local as emergency currency gets. During the German occupation of Norway, the severe shortage of small coins prompted hundreds of Norwegian savings banks to issue their own low-denomination paper tokens — a practice the occupation authorities tolerated rather than sanctioned. Oluf Rasmussens Trykkeri in Skien was a regional printer, not a security press, and these notes were produced with correspondingly modest means.

The K.94b designation in the HGE reference suggests at least one earlier variety exists for this denomination from the same issuer.
