Brazil's National Treasury turned to the American Bank Note Company repeatedly through the late nineteenth and early twentieth centuries, and this note belongs to that long-running relationship. The "9th Print" designation is a cataloger's convention — successive print orders from the same plates, not a new design — which means wear and plate deterioration can vary meaningfully across the run.
The mil réis system, subdivided into réis, was abolished in 1942 when Getúlio Vargas introduced the cruzeiro, replacing it at 1,000:1. Notes from the 1900 Treasury issues were already thoroughly obsolete by then, and mass destruction during the conversion accounts for their relative scarcity today.
