Puck — known historically by its German name Putzig — had only just come under Polish administration in February 1920, when General Haller's troops staged the symbolic "wedding to the sea" ceremony on the Baltic shore. The timing of this municipal emission places it squarely in the chaotic transitional weeks when Pomerelia was being absorbed into the newly reconstituted Polish state and ordinary commerce had no reliable currency to fall back on.
Small-denomination notgeld from towns like Puck was a stopgap against acute coin shortages, not a monetary statement. The Magistrat had neither the infrastructure nor the time to do anything elaborate.
