Reval — modern Tallinn — occupied a peculiar position in 1664: a nominally Swedish-administered Baltic port that retained its own civic coinage rights long after Swedish imperial consolidation had stripped such privileges from most subordinate territories. This issue falls under Carl XI, who was a minor at the time of striking, with the regency government in Stockholm showing little urgency to harmonize Baltic municipal coinage with the realm's broader currency reforms.
The city's minting activity was already in terminal decline by this date. Issues from the 1660s are notably scarcer than earlier Reval civic pieces, reflecting both reduced production volumes and the approaching end of the city's independent coinage altogether.
