Philip II's billon coinage of the 1570s existed largely because Spain's silver was moving too fast — straight from American mines through Seville and out to creditors across Europe, leaving the domestic economy chronically short of small change. The maravedí filled that gap, though the billon content was already being quietly debased by this period.
Seville held the monopoly on assaying New World metal, which made its mint politically sensitive. The 1577 monetary ordinances had just recodified copper and billon striking to address the fractional coin shortage — this piece dates from almost exactly that reform window.
