Mjesna zajednica — literally "local community" — were the smallest administrative units in socialist Yugoslavia, and during the early 1990s breakup several issued commodity vouchers to manage acute shortages as supply chains collapsed and the federal distribution system disintegrated. This piece, denominated in litres of cooking oil rather than currency, is a rationing instrument, not a banknote in any conventional sense. Zadar itself was under significant military pressure from 1991 onward, which gives the austerity logic behind this voucher its immediate explanation.
