The Šiauliai Branch notes of 1991 are among the most regionally specific emergency issues in modern European monetary history. When Lithuania declared independence in March 1990, the Soviet ruble remained in circulation while negotiations over a national currency dragged on. Individual regional branches of the Bank of Lithuania were authorized to issue their own provisional talonai — coupons intended to ration access to goods rather than function as fully convertible currency.
The Šiauliai series is rarer than the Vilnius centrally-issued equivalents, as branch distribution was geographically limited from the outset.
