Lithuania declared the restoration of its independence on March 11, 1990, but the litas itself didn't return to circulation until 1993. The 1991-dated issues were struck in anticipation of that monetary transition, during a period when Soviet rubles still technically circulated alongside the newly assertive Lithuanian state apparatus. KM#92 belongs to the preparatory coinage series that sat in reserve while Vilnius negotiated the practical mechanics of currency changeover with Moscow.
