Italian military territorial commands issued small-denomination emergency currency during the First World War to address a severe shortage of coin — silver and copper were being hoarded or melted, and the central government couldn't keep up with demand at the local level. The Comando del Corpo d'Armata Territoriale di Firenze was one of several regional commands authorized to produce their own fiduciary notes, each valid only within its own territorial jurisdiction.
Printing was handled by the Istituto Geografico Militare in Florence — the same institution responsible for official military cartography. An unusual choice that speaks to the improvised nature of the whole operation.
