The Gospodarska banka za Istru, Rijeku i Slovensko Primorje — the Economic Bank for Istria, Rijeka, and the Slovenian Littoral — was established by Yugoslav authorities to assert administrative and economic control over the contested territories even before the postwar settlement was finalized. These notes were issued in 1945 under Yugoslav military administration, well ahead of the 1947 Paris Peace Treaty that formally created the Free Territory of Trieste and divided it into zones.
Zone B, under Yugoslav control, retained these notes in circulation. The color security fibers embedded in the paper were a relatively modest anti-counterfeiting measure for an issue that was, in practical terms, a political instrument as much as a monetary one.
