During the early 1980s, edible oil allocation in Chinese cities was tightly controlled through the grain bureau system, with sesame oil treated as a premium commodity warranting its own separate coupon rather than inclusion in the general edible oil ration book. Zibo, as an industrial city in Shandong, had a substantial urban workforce whose rations were administered at the municipal level.
