Greece's earliest copper coinage under King Otto was struck at the Athens mint, which had only recently been established as part of the newly independent state's infrastructure push in the 1830s. The 1844–1845 window coincides with the constitutional crisis that forced Otto to accept a parliamentary government after a near-bloodless coup in September 1843 — coins struck in this period effectively bridge two political orders, moving from Otto's absolute rule to his reluctant constitutionalism.

KM#23 is known with variation in die alignment and surface quality across the two-year run, a reflection of the Athens mint's still-maturing production capacity at the time.
