The United States of the Ionian Islands was a British protectorate established by the Congress of Vienna in 1815 — nominally sovereign, practically administered from London through a Lord High Commissioner. This copper issue was struck at the Soho Mint in Birmingham under Matthew Boulton's successors, the same facility responsible for coinage across much of the British imperial periphery during the period. The protectorate's coinage system was an oddity: denominated in oboloi and lepta, rooted in ancient Greek nomenclature rather than anything British, a deliberate nod to Hellenic identity while the islands remained firmly under foreign administration.
