Haderslev — known in German as Hadersleben — had only recently returned to Danish jurisdiction following the 1920 Schleswig plebiscites when this note was issued. The dual denomination, kroner and dollar fractions, is not decorative bilingualism; it reflects the practical reality facing a border town still transacting with a population that had spent decades under German monetary norms and maintained commercial ties across the new frontier.

Municipal emergency issues of this type were a Danish interwar peculiarity, authorized locally rather than by the Nationalbank. The Sieg catalogue treats the Haderslev series as among the more regionally specific of these emissions.
