Vneshtorgbank's Foreign Exchange Certificates were not conventional currency — they were a parallel system designed to channel hard currency earnings away from the black market and into state-controlled Beriozka shops, where imported goods and otherwise unobtainable items could be purchased. The 2 kopeck denomination sits at the absolute floor of this series, a face value so small it functioned almost entirely as change within the Beriozka retail system rather than as a meaningful store of value.
Two distinct series exist with color-coded strips embedded in the paper, distinguishing certificates earned through different foreign exchange sources — a detail that determined exactly which shops and which goods a holder could access.
