Haydn's connection to Papua New Guinea is nonexistent, which makes this issue exactly what it is: a bullion-adjacent commemorative produced for the collector export market, not domestic circulation. The Bank of Papua New Guinea has issued dozens of such thematic coins since the 1970s, licensing foreign subjects to generate hard currency revenue from overseas buyers.
