Food rationing coupons issued by provincial and regional grain bureaus were a fixture of the People's Republic's planned economy from the 1950s onward. Xinjiang's regional stamps operated alongside national-issue grain coupons but were only redeemable within the autonomous region — a deliberate restriction that controlled population movement by tying food access to registration location. By 1988 the national rationing system was already being wound down in coastal and central provinces, but reform reached Xinjiang considerably later, making late-dated regional coupons like this one among the final artifacts of that apparatus.
