Viacheslav Prokopovych served as head of the Ukrainian People's Republic's State Bank during the revolutionary period of 1917–1921, managing monetary policy for a government that never achieved stable territorial control. The UNR issued its own currency — the hryvnia — during this period, making Prokopovych a direct institutional ancestor of the modern National Bank of Ukraine, which began its own hryvnia series in 1996.

This coin belongs to Ukraine's long-running commemorative circulation series honoring figures of national historical significance. Prokopovych later died in emigration in Prague in 1942.
