Austrian Notgeld from the immediate post-WWI period, when the collapse of the Habsburg monetary system left municipalities scrambling to issue their own small-denomination emergency scrip. Heller denominations were essentially worthless individually — their practical purpose was to fill the gap left by hoarded coins, which had vanished from circulation almost entirely by 1918. Steinakirchen am Forst is a small market town in Lower Austria, and like hundreds of similar communities, it issued these notes through local authority rather than any central banking arrangement.
