Holland's 2 Gulden issues of this period were struck under the authority of the States of Holland, one of seven sovereign provinces that collectively governed the Dutch Republic — a political arrangement that produced chronic coinage fragmentation, with each province jealously guarding its minting rights. The 1680s output coincided with the immense fiscal strain of the Third Anglo-Dutch War's aftermath and the ongoing costs of Louis XIV's expansionist campaigns on Holland's southern borders.
